JICA extends ODA loan of 62,294 million Japanese Yen (₹3,708.0 crore) for Project for Strengthening Tertiary Healthcare Delivery, Medical Education System and Nursing Education System in Maharashtra

Strengthening healthcare infrastructure and medical education to improve access to quality healthcare in Maharashtra

New Delhi/Mumbai, 24 March 2026: The Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the India to provide a Japanese Official Development Assistance (ODA) loan of 62,294 million Japanese Yen for the Project for Strengthening Tertiary Healthcare Delivery, Medical Education System and Nursing Education System in Maharashtra .

The loan agreement was signed in New Delhi between Dr. Alok Tiwari , Joint Secretary, Department of Economic Affairs, Ministry of Finance, Government of India, and Takeuchi Takuro, Chief Representative of JICA India Office.
The project aims to improve access to and quality of medical care in the state of Maharashtra by strengthening the healthcare system through the construction and expansion of tertiary care facilities, medical colleges, college hospitals, and nursing schools. The initiative is expected to contribute to the promotion of universal health coverage in India by enhancing healthcare infrastructure and strengthening the capacity of medical education and training systems.

The project will include the construction and expansion of four medical colleges and their affiliated hospitals, along with ten nursing schools, as well as the procurement of advanced medical equipment. It will also support capacity development for executing agencies, including training programs, joint research initiatives, and the enhancement of instructors’ teaching capabilities. In addition, consulting services will be provided for detailed design, tender assistance, construction supervision, and support for environmental and social considerations.

The Government of Maharashtra, through the Medical Education and Drugs Department, Government of Maharashtra, will serve as the executing agency responsible for the implementation of the project.
The project is expected to contribute to the United Nations Sustainable Development Goals, particularly in the area of good health and well-being. The project is scheduled to be completed by September 2032, with invitations for consulting services expected to be issued in March 2026. The tender announcement for the initial procurement package for construction works is planned for March 2028..
